Why can’t I move widgets to my Home Screen on my iPad. My device is up to date but I cannot move them from the side bar to the Home Screen.

What you refer to as the "side bar" is actually called the "Today View".
Carefully read the article linked above. As it states, you can move widgets from the Home Screen to the Today View, but it does not indicate you may move widgets in the opposite manner.
Widget won’t move to Home Screen.
