How can I still have parental over my 14yr olds phone and Apple ID?

How do I maintain parental control over my 14yr olds phone and Apple ID? It seems once they turn 14, that Apple doesn’t consider them as a “Child”. Its a bit absurd that this isn’t an option to extend the age by the parent/guardian until they are legally an adult(18). Internet safety is just one concern.

I read through that tutorial. It keeps referring to “My Child” as an option to set up screen time and other usage limits. I’m assuming that means 13yrs and under, am I correct? I want to be able to more than just limit my 14yr olds screen time. Apple is not making it clear that we can do so if a Child is over 13 years of age. I don’t want to set up an Apple ID for my 14yr old Child if I cannot manage there usage on there Apple devices. That’s a bunch of time wasted if I can’t. I hope this make sense.
