If I were to delete all photos and videos on my iPhone; will I still be able to access them in my iCloud even while it’s deleted off of my phone?
No. iCloud photo is a synchronization services - it sync’s changes in your photo library across devices. So any changes you make on the device, including deletions, is mirrored in iCloud and sync’d to your other devices.
