Face ID with Mask not working

I just update my iPhone 13 Pro Max 15.4 and when I check from option to Enable Face ID with Mask but there is no such option there just " Set Up Face ID " Why is that ?

I had it on my 12

start by restarting the phone

Did you maybe not have Face ID set up at all yet?

This is a new feature and we, your fellow users, are still learning.

Yes, I did not set up Face ID yet and if this so we can at least see the option.
