I keep changing my Apple ID password but it isn’t allowing me to sign into Apple TV

I would suggest to contact the Apple Support staff for assistance. They may be able to have a look at your account to see if anything needs resolving regarding that. Contact Apple for support and service (phone numbers) or start your support request online (chat/​email/​callback).
