Orientation lock is not in settings, it is found in Control Center. Swipe down from the top right corner of the screen, and look for the icon with a lock inside a circle arrow:

click here-> Rotate the screen on your iPhone or iPod touch - Apple Support

Note, that rotation may only be supported ion certain apps. The Home Screen will not rotate in an iPhone 11.
