Preview disappears comments in PDF

I used Preview to make comments on a PDF, but then when I returned to the same PDF using Preview, the comments don't appear, only the highlighting. I then opened up the document in Adobe and could see the comments. How do I convert the comments to be visible, or prevent this from happening again?

MacBook Air 13″, macOS 10.12
