I am setting up a new Iphone 13 Pro Max, new Apple ID has been set up.
Upon trying to download an app, it says Apple ID not used with app store, please review details.
It then proceeds to take me around and around in circles.

Log into your account in the App Store/iTunes and you should be able to change/verify it there.
