how to unlock iphone?

The iPhone is blocked by the owner and asks for mail that was not tied to the phone. I enter my Apple ID but it says "This Apple ID cannot be used to unlock this iPhone"

Only the person who enabled Find My, and thus Activation Lock can unlock it. Here is what they must do→What to do before selling or giving away your iPhone, iPad, or iPod touch. There is no other solution.
