I want to change my region but i have 36 cents in my account, so I’m not allowed to do it.

you have three options to zero your balance ⬇️
1_ Add more funds and buy something useful else.
2_ Learn what to do if your remaining store credit is less than the cost of a single item.
3_Or you can contact iTunes - Official Apple Support.
