Safari will not open any new windows or tabs

Using Safari v15.4 on a 2020 iMac running MacOS 11.6.5.


Safari became unresponsive, and would not open any new tabs or windows. I force quit, restarted the Mac, and tried again. Still the same issue.


If I go under File > New Window or New Private Window, I get nothing. If I choose New Tab, then a small, blank window shows up about ¼ the size of a normal one.


I have cleared the history and cache, disabled any extensions, and restarted again. Same issue.

iMac 27″, macOS 11.6

1. Force Quit Safari, launch Safari holding the Shift key down.

2. Startup in Safe Mode. 

   Start up your Mac in safe mode - Apple Support.  

    Quote:

    It also does a basic check of your startup disk, similar to using First Aid in Disk Utility.

    And it deletes some system caches, including font caches and 

    the kernel cache, which are automatically created again as needed.


3. If Safari doesn't open a webpage or isn’t working as expected
