my horizontal scroll bar is moving by itself. How to stop it?

The horizontal scroll bar moves by itself on my MacBook Pro. I am running Monterey 12.1. How do I stop it? So far, this happens with Finder and Excel.

I found some help on the internet. I disconnected my wireless mouse USB fob, and turned off and on my mouse, then put the fob in a different USB port. It worked! The horizontal scroll bar no longer moves on its own in Excel. Woo Hoo. Not sure exactly which step was the important one, but at least this worked.
