Apple HDD internal hard drive not showing up as startup disk option

Just like the title says. I recently bought a used 2015 imac. The SSD shows as an option to use as a startup disk but the HDD does not. The HDD is formatted and shows up in disk utility with 1TB of free space, but it is unusable because of this issue. Can this be fixed?
