iPhone software installation

Ive just bought a refurbished iPhone 11 Pro plus from musicMagpie. The set up stalls at IOS installlation, no error message i.e. I click on Install Now, it goes into Verifying update then after a few moments just goes back to Install Now. Because the iPhone hasn't finished setting up, I can't access settings or anything. Any clues? Thx
