I don’t see any of my old photos

I got a new phone and none of my old photos transferred over. How can I get my old photos back? I pay for iCloud and I’ve been backing up. I went to the site, and I still don’t see any of my old photos

Also:

Get help with iCloud Photos – Apple Support (AU)

If needed:

You might want to restore your iPhone with the last back-up you made that contained all the photos.
