Sync Through iCloud:

It is probably likely more than a few GBs in size. So, using the Files app, log in to iCloud to access it. Enable Use the Files app on your iPhone, iPad, or iPod touch - Apple Support

If Not Enough Space:

If not enough space, then backup iCloud to an external drive > trash iCloud perm the above.

Use my User Tip: Use my user tip: Getting a Quick and Direct "iCloud Drive-to-External Hard Drive" Download - User Tip

Sync Photos Through iCloud:

A. On an iPhone:

  1. Go to: Settings
  2. Tap: Photos
  3. Tap: iCloud Photos (so that it is green)
  4. Tap: Otimize Storage

B. On a Mac:

  1. Go to: Applications
  2. Open: Photos app
  3. Click: Photos (in the menu bar)
  4. Select: Preferences…
  5. Click: Photos (on the top pane)
  6. Click: Download Originals to this Mac

See if it syncs.
