Password for notes on icloud not resetting

Hello community,

I recently forgot my notes password again unfortunately, the last time I did, I simply reset it and the new password worked on all my devices, because all my notes are connected to my iCloud. I forgot my password again and this time resetting it doesn't transfer the new password at all. For my macbook it is giving the hint to the old password and on my phone I get the hint for the even older password. I don't understand why it isn't transferring seeing as everything is connected to my iCloud. Thank you in advance for any help.
