When scanning photos the message reads:
"Photos will continue scanning your remaining photos when you're not using the app and your Mac is connected to power."
But it's frozen and no matter what I try it never changes.

You need to just leave the Mac on full time - especially over night - for a few days so that it can finish its work. I don't know any way to kick it in the pants to force it to start scanning.
