Welcome to the Apple Commun city.

Seems not all Book types allow for highlighting / notes / marks.

Apple Support have an article online that may, or may not, help :

Eg: Says:

How to "see all highlights and notes in a book

1. In the Books app  on your Mac, click Books in the sidebar, then double-click a book.
2. Move the pointer to the top of the book, then click the Notes button  in the toolbar. For some books, you can also choose View > Show Notes In Margins.
3. If you don’t see an expected highlight or note in the Notes panel, click  at the top of the panel to search for it.
4. Click the page number next to a highlight or note to jump to that page."
