restoring my apple device to factory settings because i don't have the password is not working

I'm trying to restore an Ipad to factory settings from a member of my team that I had to let go and I want to reuse it

Is this iPad managed under a Mobile Device Management plan?

If not, and if the departed team member used her/his own Apple ID on the device, the iPad is Activation Locked.
