You make and receive phone calls on your new iPhone 13? If not then you do have active cellular service on your new iPhone. Remove the active SIM card from your old phone and install it in your new iPhone 13. This action will transfer the active cellular service to you new iPhone and then you should have SMS and be able to make and receive phone calls.
