I had this problem and I fixed it by turning off Imessage and all notifications worked as set up. Now I can’t use IMessage, but I get all notifications of texts. It’s a temporary solution to a problem that will hopefully be fixed by apple.

Do your Part: Being suspicious of a bug, most certainly this bug to Apple. Apple won't get back to you directly, but the more feedback they receive on this, the more they will know what bugs are occurring and what needs to be fixed.
