I found an iPad at our office with no known owner and am unable to locate the owner, can I somehow reuse this iPad?

If the iPad is locked with a Passcode, Disabled or Activation Locked - the iPad is useless to you. Unless you are able to independently trace and contact the owner, reuse of the iPad will not be possible.

Apple will not assist with tracing the owner - and unless you can demonstrate that your are the original owner, in providing the original sales invoice that clearly shows the device serial number, they will not assist.

You would be best advised to hand the iPad to your local authorities - who are best placed to handle lost devices.

Your best bet is to take it to your local police station.
