If your Mac is unable to boot up, then you will not be able to gain access to the Internet in order to re-install macOS directly from the Mac.

Have you tried booting up in Safe Mode? Ref: How to use safe mode on your Mac - Apple Support

What have you tried, so far yourself, to resolve this so that we don't offer any potential solutions that may not have already worked for you?
