You can always force quit a shutdown by holding the power button/TouchID for ~6-10 sec.
Force Shut down your Mac.
Log out, sleep, wake, restart or shut down your Mac
Shut down or restart your Mac - Apple Support
Try a safeoot—SafeBoot How to use safe mode on your Mac - Apple Support
Takes a bit longer to get to the login screen, does a quick disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc.
See If you can login here and then launch the installer from your Applications folder—"Install macOS XXXXXX.app"
