If your iPad is eligible for an update, go to: Settings -> General -> Software Update

You need about 7 GB device storage and good Service & Wi-Fi.

If they are On, turn Off Hotspot & VPN.

"Edit: Just found another thread saying that you need to set

Settings/Camera/Formats to "Most Compatible". This has successfully made

photos appear in the "My Photo Stream" album in the iOS Photos app

(toggling back to "High Efficiency" breaks it again). They're still not

coming through to my Mac (at least not immediately) but it's a step

closer.

Edit 2: Toggling My Photo Stream off and back on in Mac Photos has made

the photos appear! Who knows how often I'll have to do this, but at

least it's more convenient than plugging the phone in and manually

copying..."
