What is "everything" exactly?

You can backup an iPad to a Laptop: click here-> Back up iPad - Apple Support

You can transfer photos: click here-> Transfer photos and videos from your iPhone, iPad, or iPod touch to your Mac or PC - Apple Support

Things like Music, Movies Tv shows and Books, cannot be directly transferred, but can be re-downloaded from the respective stores on the Laptop using iTunes. Link-> Download previous iTunes purchases on PC - Apple Support

Things stored in cloud services such as contacts, email, notes, calendar can be accessed through the respective cloud service.

for iCloud: https://icloud.com

Unless your new laptop is an M1 Mac of some type, apps cannot be transferred as they would not work on any other laptop. And even if it's a M1 Mac what apps can run is dependent on the developers. If it's an M1 Mac, you can download the available iPad apps from the Mac App Store. Link-> Use iPhone and iPad apps on Mac with Apple silicon – Apple Support (UK)

Everything else is transferred as I explained above.

If there's something else you want to transfer that is not covered by the above links, then please explain exactly what that is. Just stating "everything" or "all", is not helpful.

As mentioned iPad apps do not work on laptops except the M1 Mac. You cannot transfer Apps from an iPad to a Windows computer. They are different operating systems, different architectures.

It's like handing a person that only reads German, instructions in Chinese. It does not work. The HP laptop does not understand the code for the iPad apps, so cannot run them.
