Why is my new, empty removable disk not being presented as a target for a Time Machine backup?

I have a Catalina system on my MacBook. I mounted an empty 1TB USB drive. It is not being presented as an option to select for Time Machine backup. This disk was previously used for TM but I formatted it and set it up with 2 APFS volumes. Neither one is visible to TM preferences. Any suggestions?

MacBook Pro 15″, macOS 10.15

Format GPT/GUID partitioning with HFS+ Apple Journaled, and try again.
