Q: If I change the e-mail on one apple id and use it to create a new apple id will I have the purchased apps on that account too? I have some apps purchased and I don’t know how to delete them from purchased completly(not only hide).

If you create a new Apple ID using the address from a different Apple ID, the purchases do not transfer. The purchases are tied to the Apple ID that made the purchases, not the email address. You can try setting up Family Sharing between the IDs if you want to be able to share purchases made with the IDs.

There isn't a way to delete purchases.

Your Apple ID is the personal account you use with all Apple products and services. It includes the email address and password you use to sign in, as well as the contact, payment, and security details that you use with Apple.

You can’t merge multiple Apple ID accounts.

-> If you are using Screen Time, go to Settings -> Screen Time -> Content & Privacy Restrictions -> iTunes & App Store Purchases -> Change Deleting Apps to Allow.
