I can't change payment methods for my iCloud subscription

Long story short, the debit card that was paying for my iCloud has been canceled and I am trying to install a new credit card to pay for my iCloud subscription and it appears to go through but kicks back every time to the page where it asks which credit card to use. My phone is now full because I only have the 5 GB of free iCloud. I am just trying to pay with a new debit card so that I can upgrade to a larger storage capacity.

Sign in to your Apple ID account page and edit / update your Apple ID details.

https://appleid.apple.com

On the Sidebar click Payment methods -> then tap Payments Methods and tap Manage payment method.

 

Or -> Change, add or remove Apple ID payment methods
