Bought used iPhone and it is locked to the original owner.

So I bought an iPhone11 on Facebook Marketplace an it came factory reset with a lock by owner what do I do?

You should contact the person you bought it from and ask him to unlock the iPhone. He forgot to disable Find My iPhone before restoring it to factory settings.

Ask the seller to remove the lock or give you a refund, or ask the marketplace staff for a refund. It's an anti-theft measure.
