Enable Contacts in iCloud:

Perhaps you disabled Contacts in iCloud, unknowingly. So, re-enable Contacts in iCloud.

On the iPhone:

Go to: Settings
Tap: Your Name (Top Item)
Tap: iCloud
Tap: Contacts (so that it is green)
