I was give an ipad mini and i cant use it because Activation Lock…i dont have the information

Without the Apple ID and Password of the original owner who set up the iPad, you will never be able to use it. We cannot help and Apple will not unless you can produce the original receipt clearly showing the serial number. Check this link...
