I have tried every day since the IOS 15.5 release to update and everyday I get the same notification. IOS 15.5 failed verification because you are no longer connected to the internet. I have been in full bars while on WI-FI still with no luck. I have about 500gb of space left on my iPhone 11pro, not on a VPN.
You need about 7 GB device storage and good Service & Wi-Fi.
If they are On, turn Off Hotspot & VPN.
Go to: Settings -> General -> Software Update.
