If transferring data from an old to new device, the device receiving data must have at least the same storage capacity as the source device. If the source is already short of available space, the receiving (new) device should generally have at least the next upward tier of storage - as otherwise, you may have insufficient available space during initial setup or subsequent to transferring data.

For example, if replacing a 32GB iPad, you would generally be best advised to replace with a 64GB storage model - or consider a model with even more storage.

So as to better understand your current difficulties, please state both the storage capacity of both your old and new iPad - and the available used/free space on your old iPad:

Settings > General > iPad Storage
