Found Apple Watch
We found a series 5 watch while scuba diving on a cruise but are unable to find the original owner. The scuba instructor told us to keep it. Is there a way to use reset and paid it to another Apple ID?

No there isn't,only the original owner can remove an activation lock,hand it in to the police.
