If i set up my 16 year old on apple cash family and she wants to be able to add it to her debit card is it free to do so?

There is no fee to transfer cash from a debit card to Apple Cash.
There is a fee to transfer from Apple Cash to a debit card (but transferring to a bank account is free) -- see the following from Transfer money in Apple Cash to your bank account or debit card - Apple Support
A 1.5 percent fee (with a minimum fee of $0.25 and a maximum fee of $15) is deducted from the amount of each Instant Transfer.
