Why can’t I create an app id

If you see a Could Not Create Apple ID or Could Not Set Up iCloud message - Apple Support

There is a limit on the number of Apple IDs that you can create on the same device in one year. Why are you creating so many Apple IDs ? As an alternative you can create a new Apple ID on appleid.apple.com
