How to return an offline lost iPhone

I found a iPhone that was out of battery. I have charged it, in hope the the owner enabled "Find my phone". But since the phone was out of power, the SIM card is not unlocked, so I guess no data i coming through. Does Apple have a service, where I can enter fx. the IMEI number, so Apple can notify the owner via the "Find my" network, so the owner can get i back?

Apple doesn't have a service like that. Find My works uses WiFi to connect to the Internet.
