Unable to delete apps - iOS 15.5

Check Settings->Screen Time->Content & Privacy Restrictions->iTunes & App Store Purchases->Deleting Apps and make sure its set to Allow.

Troubleshooting iPhone App Deletion:

A. What App? Builtin apps cannot be deleted.

So what happens when you press and hold on one to attempt to delete it?

There should be a red "Remove (-)" option in the menu, press that, and then a red "Delete" option should be offered. Pressing on the Delete option, should entirely remove the app from the device.
