File Attachments Don't Open in Mail

Since upgrade to BigSur (11.6.6) I am no longer able to open file attachments in mail by double-clicking. I get a dialog box telling me I need to grant access, see attached screenshot. This is the version that happens for a docx. For an xlsx it opens directly to the file allowing me to grant access. For PDFs it doesn't give me the option at all. Is there a fix for this?

Exact same issue as this post except that several restarts didn't fix it and it applies to all files, not just PDFs.

MacBook Pro 15″, macOS 11.6

A new version of macOS Big Sur was released on June 9 to fix this issue: version 11.6.7.
