YOu buy more icloud storage to backup If you can't back up to iCloud - Apple Support

I don’t need more space. My iCloud storage shows less than one gig.

Then you won't be able to backup to the cloud.
It shows less than one gig used and over four gigs available. My backup is less than one gig.
