change country

i want to change country but i cannot do it because i have a .34 balance in my account. can you make it 0 balance so i can change country.?

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, ask the iTunes Store staff to zero it.
