How to add debit cards for under 13’s?

I’m trying to add a debit card to my 10 year old son’s iPhone 11, but it says it can’t do it for that account. If anyone knows anything please say so!

iPhone 11, iOS 15

It seems you are trying to add a card to Wallet for Apple Pay for an iPhone with an Apple ID owned by a child.

See footnote 2 in Apple's support document Set up Apple Pay which says: If you're less than 13 years old, Apple Pay isn't available and you can't add a card in the Wallet app.

If you have Family Sharing set up and he is a member of the family, only the organizer's credit card can be used.

Buy/redeem Apple Gift cards to the account. Charges will be deducted from the account balance before the organizer's credit card is charged.
