Play Recording for a Caller

Is there as way to play music or any audio recording for a caller? There is an IOS feature that when on a call music and other audio is played through the ear speaker instead of the normal speaker so the caller can't hear it. Can I disable that feature?


Back ground: I am tired of those spam calls and I want to play a high pitched sound from the dog whistle app to annoy the caller. I am also an IOS app developer so if it is possible to make an app with a plugin to the phone app I would be willing to just make my own.
