My older Mac (8 years) has an old O/S {Mojave} and I'd like to update it because things run very slowly. I have backups on a 1 Tb disk using time machine. First, are my photos backed up on this disk with time machine? I use Photos, not iPhoto.
Second, what's the most recent OS version I should consider installing on this older Mac?

I wouldn't upgrade to Catalina, you lose several things & it has "features"that will never be fixed, Mojave is as far as I'd take under most circumstances my friend.
We might figure out the slowness, 1st run this...

Workable but harder for me to work with...the Note tool on the bottom of this editor's toolbar, as shown in the image, to copy and paste the output from EtreCheck. In a Reply before you click post, look for this to add longer texts...
It's a straight iMac, late 2013; 8 Gb; lots of memory left (400 Gb+). Do you recommend upgrading to Catalina? I don't know what else would be making it so sluggish. I'd rather not update if I don't have to, but I'm pretty tired of the spinning colour wheel.
