Lost iPhone/ upgrade question

I lost my iPhone 12pro but I have apple care + lost & stolen so I believe I just pay $149 for a new phone. However, I wanted to upgrade soon so can I just pay the $149 plus the $500 upgrade fee and get the newest iPhone? Without having to pay $149 upgrade then getting the new phone and then turning it back in immediately just to do the upgrade procedure?
