I cannot text my friend who has sms phone. I have gone to settings >messages and followed directions. Still get return message that is about message blocking. Followed those instructions re blocking. Now what?

I cannot text my friend with a sms. She is entered in my contacts but we cannot text each other? I went into my settings and followed directions in messages now what?
