Change country

I want to change the country in Apple ID . There is no apple support to call in Iraq . I want to spend what remained in the balance which is only 1.61$ and this not possible

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, ask the iTunes Store staff to zero it. If the link doesn't have an option for your country, click here.
