You will need a debit or credit card to add to the Wallet app to utilize Apple Pay.
However, if the account in question has an account and routing number you can setup the Apple Cash card and use that card for Apple Pay purchases. Please read this support page to learn more about Apple Cash: Apple Cash - Official Apple Support.
